Introduction

The World Health Organization (WHO) reports that alcohol consumption causes the death of 2 million people worldwide annually. Alcohol abuse leads to severe health issues such as cancer, asthma, heart attacks, high blood pressure, ulcers, diabetes, impotence, mental illness, liver diseases, eye problems, and tuberculosis. Beyond health, it also causes family conflicts, financial problems, and a decline in social status. Recognizing the need for effective control over the increasing trend of substance abuse, the Chhattisgarh government has initiated a grassroots-level de-addiction campaign.Bharat Mata Vahini Yojana

Objectives

  1. Awareness Campaigns: In villages, women’s self-help groups will organize rallies, morning walks, and awareness campaigns. They will use slogans, wall writings, posters, pamphlets, and street plays to raise awareness about the dangers of substance abuse.
  2. Surveys and Rehabilitation: Conduct surveys in village panchayats to identify addiction victims and encourage them to seek treatment at government-run de-addiction centers.
  3. Supervision and Monitoring: Ensure proper supervision, inspection, and monitoring of the de-addiction campaigns at all levels.
  4. Coordination of Services: Coordinate with related departments to ensure that all services and facilities provided under the de-addiction schemes reach the beneficiaries.
  5. Creating a Safe Environment: Establish a safe and fearless environment in village panchayats, fulfilling the vision of a sensitive society.
  6. Extensive Publicity: Promote the de-addiction campaign widely at all levels through mass communication channels.

Formation and Registration of Bharat Mata Vahini

  1. Group Formation: Each village panchayat will have a group of 8 members, with a woman as the president. The group can have up to 3 male members, with a priority given to differently-abled individuals, widows, abandoned women, third-gender individuals, dwarfs, and reformed addicts.
  2. Application Process: The Bharat Mata Vahini group will include a president, vice-president, secretary, and treasurer. The group must seek approval from the village assembly and submit an application for registration to the joint/sub-director of the District Social Welfare Office.
  3. Approval and Registration: After receiving approval from the district collector, the group will be registered in a separate register as a Bharat Mata Vahini. The registration details will also be updated on the department’s website for transparency.

This initiative is a comprehensive approach to tackling substance abuse by involving the local community, especially marginalized groups, and promoting social welfare and rehabilitation through a structured grassroots framework.Bharat Mata Vahini Yojana
